Maryland Alcohol Drug Education
3-Hour Alcohol & Drug Education Program for International Drivers
If you have a driver's license from another country, an Armed Forces license, or an international license, you are required to complete a 3-hour alcohol and drug education program before you can receive your Maryland driver's license. This program is designed to help you meet the requirements for obtaining a Maryland driver's license.
Why Take the Program?
The 3-hour Alcohol and Drug Education Program, called Safe and Sober, is designed to help you meet Maryland's legal requirements. This program is mandatory for applicants who hold:
- A driver's license from another country.
- Only an Armed Forces license
If you hold a license from a U.S. state, U.S. territory, Canada, or the Yukon territory, you are not required to complete this program.
Program Overview
This program is split into two parts:
- Online Portion
The first portion of the program is offered online. You can start the program immediately, at your convenience, from anywhere. Once you complete the online portion, you'll be eligible to schedule the final exam. - Final Exam at Owings Mills
After finishing the online course, you'll need to schedule your final exam at our Owings Mills location. The exam consists of 20 questions
Important: The exam is only available by appointment. You must call our office at 410-363-7483 to schedule your test after completing the online portion.
Steps to Complete the Program:
- Register Online
Start the program immediately by registering for the online portion below. - Complete the Online Portion
After registering, complete the online course at your own pace. - Schedule the Final Exam
Once you've completed the online portion, schedule your in-person exam at our Owings Mills location. Make sure to bring your valid photo ID and a printed certificate of completion. - Submit Your Certificate to the MVA
After passing the final exam, the certified Driving School will electronically submit your completion to the MVA, ensuring your compliance. If you do not have a Maryland ID, you will receive a certificate with a control number.
Important Notes:
- Eligibility If you have a U.S. state, U.S. territory, Canadian, or Yukon license, you are not required to take this program.
- Appointment Required:The final exam can only be taken with a scheduled appointment.
- Timely CompletionIt's crucial to complete the program in the specified time frame to avoid penalties or delays in your licensing process.
Program Completion Certificate:
Once you've completed the program, you will receive a certificate of completion, which will be electronically submitted to the MVA. Keep a copy for your records, as you'll need it when applying for your Maryland driver's license.
